If I don't keep my skills up to date, does that demand government intervention?

I'm a CPA, been practicing for more than 20 years. The profession at its core is the same, but the methods, tools, etc. to perform it have changed dramatically. I've kept up with all the change, in fact I've embraced it, and I still remain in great demand. Had I not done so, let my skills atrophy and become unmarketable in my profession, should government declare me a victim of a "structural issue" in the economy and rush to my aid or should I be forced to update my skills to compete or accept less since my skills are worth less?
