Do the recent struggles of Nokia and Research in Motion illustrate the need for government economic planning?

The ONLY dots to connect here, is if either company loses enough marketshare to where they don't pay as much in taxes that they normally would due to lower profits In which case, the feds should adjust their budgets accordingly. But they don't and they won't!
