1-800-4-my-xbox question out of the blue?

so this is a question that i randomly thought about, like when i called 18004myxbox for the first time there was a woman that spoke perfect English and stuff and when she transfer me, I got an Indian woman who I could hardly understand because of her accent. My question is, when I call that number is it from India? and why is there a person there with no accent if that is true?
