Why is the President so unwilling to ask for Congressional Approval with the Libya intervention...?

...when even the lawyers of his own Justice Dept and Pentagon are telling him that he needs the approval? Obama is holding firm to the situation in Libya not amounting to the term "hostilities" which would require Congressional Approval, despite virtually everybody else (with the exception of those who work directly for the President of course) telling him otherwise. Is the President losing it?
