What were the positives and negatives of intervention in Rwanda when genocide was occouring?

The UN and OAU interventions were pretty useless. Only RPF invasion and victory brought it to an end, although some might argue that RPF attacks increased the chance of genocide occuring because it backed an extremist regime into a corner.
